Türkiye and the European Union (EU) are continuing their collaborative efforts to boost rural development through the Instrument for Pre-Accession Assistance for Rural Development (IPARD) Program. Launched in 2011, the program has significantly improved the country’s agricultural infrastructure and economic conditions.

Why it matters: The continuation and expansion of the IPARD Program highlight the ongoing collaboration between Türkiye and the EU, aimed at boosting rural development and agricultural diversity.

Driving the news: Since its inception in 2011, the IPARD Program, co-financed by Türkiye and the EU, has significantly contributed to the country’s rural infrastructure and economy. The latest phase, IPARD 3, began in 2024 with a broader geographical scope and increased budget.

Zoom in: Under IPARD 1 and 2, Türkiye saw:

  • The establishment of 25,506 facilities and projects.
  • A total investment of ₺96.9 billion.
  • Provision of employment for 102,400 individuals.
  • ₺45.5 billion in grants to entrepreneurs.

The new IPARD 3 Program has expanded to all 81 provinces, with a budget increased from €555 million to €785 million. The national contribution rate also rose from 25% to 50%.

Zoom out: The second call for IPARD 3 project applications began on June 28, 2024, with an €80 million support budget. This phase focuses on diverse agricultural activities, including:

  • Diversification and marketing of plant production.
  • Apiculture and bee products.
  • Handicrafts and local product businesses.
  • Rural tourism and recreational activities.
  • Aquaculture.
  • Machinery parks and renewable energy facilities.

Young farmers and certified organic producers are offered higher grant rates of up to 70%, promoting sustainable and innovative agricultural practices.
