Tensions between Ethiopia and Somalia have intensified since Ethiopia signed a memorandum of understanding with Somaliland in January.

Somalia condemned the agreement as a breach of its sovereignty and territorial integrity.

In response to these escalating tensions, Türkiye has stepped up its mediation efforts between the two African nations.

With strong connections to both countries, Türkiye launched a mediation process known as the “Ankara Process” at Ethiopia’s request.

Significant progress has been made through diplomatic channels during this process. After the second round of talks on Aug.13, Foreign Minister Hakan Fidan reported: “Significant progress has been achieved on fundamental principles and specific issues between the parties.”

Fidan also announced that the parties would reconvene in Ankara on Sept. 17 for a third round of talks.

Goktug Caliskan, an Africa expert at the Ankara Center for Crisis and Policies Research, provided an analysis of Türkiye’s mediation efforts for TürkiyeToday.

Caliskan highlighted Türkiye’s commitment to regional stability, noting: “Türkiye’s role in mediating between Ethiopia and Somalia is crucial for regional stability. The Ankara Process aims to address Ethiopia’s need for sea access and Somalia’s security concerns. This diplomatic initiative seeks to ease regional tensions and establish agreements that safeguard both countries’ interests.”

He emphasized Türkiye is regarded as a trusted actor by both Somalia and Ethiopia, and its efforts have positively impacted its image in Africa.

“Türkiye’s strong ties with Somalia, through military and development projects, have forged a significant strategic partnership. Meanwhile, Ethiopia has turned to Türkiye for mediation because of its need for sea access and internal security issues. Türkiye’s impartial approach is vital for regional stability and enhances its diplomatic influence in Africa,” Caliskan added.

“The upcoming third round of talks in Türkiye could further solidify its success in this process and bolster its growing influence across Africa. This mediation effort not only promotes regional peace but also aligns with Türkiye’s strategic goals on the international stage,” Caliskan stated.
