Türkiye to implement strict new regulations on stray dogs amid rising attacks
A final decision will be made on the new regulation concerning stray dogs this week. Under the new rules, individuals who breed dogs illegally and release puppies onto the streets will face fines of 50,000 Turkish liras. Diseased dogs that cannot be adopted will be euthanized.
Additionally, the state will support municipalities with funds for sterilization programs and shelters.
The current legislation permits euthanasia in specific cases. Animals suffering from incurable diseases that cause pain can be euthanized.
Euthanasia is also allowed in situations posing a risk of acute infectious animal diseases or danger to human health. Additionally, if an animal’s behavior threatens the life and health of humans or other animals and cannot be controlled, euthanasia is permitted.
The new regulation will include a provision allowing dogs to be euthanized if they cannot be adopted within one month.
According to the Ministry of Health’s 2023 rabies vaccination reports, 437,000 people in Türkiye receive vaccinations annually because of high-risk rabies exposure. Every day, 1,200 people are attacked by dogs.
