Türkiye publishes strategy document to combat financing of weapons of mass destruction

A new presidential decree aimed at combating the financing of weapons of mass destruction (WMDs) has been published in Türkiye’s Official Gazette.
A presidential decree signed by Recep Tayyip Erdogan outlines Türkiye’s strategy for the 2025-2029 period to curb the spread of these dangerous weapons.
The decree highlights the importance of preventing the financing of WMDs, which poses significant threats to both national and international security.
WMDs are considered some of the most destructive tools, capable of causing mass casualties and widespread damage. These weapons are not only a risk from state actors but can also be exploited by terrorist organizations and other non-state actors.

Financial source control key to combating WMD spread
The decree stresses that a critical element in combating WMDs is cutting off the financial resources that enable the production, use, and proliferation of these mass weapons.
In line with this, the document also calls for tighter controls and monitoring over materials and technologies that are prohibited for WMD development.
This includes chemicals, equipment and sensitive technologies that are banned for export, import, or transit.
“Tracking the materials used in the making of WMDs and tightening customs controls on prohibited technologies is of utmost importance for global security,” the decree read.

Türkiye’s commitment to international agreements
Ankara has long been a member of international efforts aimed at preventing the spread of WMDs. Since the 70s, the nation has participated in numerous international treaties and initiatives, aligning itself with the United Nations Security Council resolutions.
The decree also mentions Türkiye’s active role in the Financial Action Task Force (FATF), an international body dedicated to combating money laundering and the financing of terrorism and WMD proliferation.
Türkiye’s adherence to FATF standards, which include monitoring and ensuring compliance with financial regulations related to WMD financing, is noted as a key aspect of its strategy.

National, international coordination
The decree underscores the importance of national and international cooperation in the fight against WMD financing.
Türkiye has already taken steps to enhance this coordination, with the establishment of the Oversight and Cooperation Commission in 2020. This body is responsible for ensuring that all relevant institutions work together effectively to implement the strategy.
Additionally, in cooperation with the Financial Crimes Investigation Board (MASAK), Türkiye has prepared the “Strategy Document to Increase the Effectiveness in the Fight Against the Financing of Weapons of Mass Destruction (2025-2029).”
This document will guide the country’s efforts in the coming years, focusing on strengthening existing controls and fostering greater international collaboration.
