Türkiye and Pakistan have signed 24 cooperation agreements across multiple sectors, further strengthening their strategic partnership.

The agreements were signed following the seventh meeting of the High-Level Strategic Cooperation Council in Islamabad on Thursday, attended by Turkish President Recep Tayyip Erdogan and Pakistani Prime Minister Shehbaz Sharif.

The summit followed a one-on-one discussion between the two leaders at the Prime Minister’s office.

The most notable outcome was the signing of a joint declaration titled “Deepening, Diversifying, and Institutionalizing the Strategic Partnership,” which reinforces the commitment to closer cooperation between the two nations.

Defense agreements enhance military cooperation

Key agreements in the defense sector were signed by Turkish National Defense Minister Yasar Guler and Pakistani Defense Minister Khawaja M. Asif.

These include:

  • Protocol to the Exchange of Military and Civilian Personnel for social and cultural purposes
  • Memorandum of Understanding (MoU) on Air Force Electronic Warfare Cooperation
  • Protocol to Training and Cooperation in Military Health

Energy and mining cooperation expanded

In the energy sector, Turkish Energy and Natural Resources Minister Alparslan Bayraktar and Pakistani Energy Minister Sardar Awais Ahmed Khan Leghari signed agreements covering:

  • Amendments to the Agreement on Cooperation in the Field of Hydrocarbons
  • MoU on Cooperation in Energy Transition
  • MoU on Cooperation in Mining

Trade and industrial collaboration strengthened

Türkiye and Pakistan also agreed to boost trade and industrial cooperation, with Trade Minister Omer Bolat and Pakistani Trade Minister Jam Kamal Khan signing:

  • Joint Declaration on the Development of the Goods Trade Agreement
  • MoU on the Digitalization of the Approval of Certificates of Origin
  • MoU on Cooperation in the Field of Industrial Property

Agriculture and water resource agreements

To enhance collaboration in agriculture and water management, Turkish Agriculture and Forestry Minister Ibrahim Yumakli and Pakistan’s National Food Security and Research Minister Rana Tanveer Hussain signed:

  • Agreement on Cooperation in the Field of Water
  • Agreement on Cooperation in Seed Production

Technology and research initiatives

Technological advancement was a key area of discussion, with Industry and Technology Minister Mehmet Fatih Kacir and Pakistani Science and Technology Minister Khalid Maqbool Siddiqui signing:

  • MoU on the Establishment of Legal Metrology Infrastructure
  • Agreement between TUBITAK and Pakistan National Textile University to develop the Pakistan-Türkiye Textile Technology Center

Finance and banking agreements signed

Financial cooperation between the two countries was also reinforced, with Foreign Minister Hakan Fidan and Pakistani Finance Minister Muhammad Aurangzeb signing an MoU between the Central Bank of the Republic of Türkiye and the State Bank of Pakistan.

Cultural and media collaboration

Cultural ties were strengthened through agreements signed by Turkish Communications Director Fahrettin Altun and Pakistani Minister of Information and Broadcasting Ataullah Tarar, including:

  • MoU on Cooperation in Public Relations and Communication
  • MoU on Cooperation in Media and Communication
  • Joint Production Agreement on Audiovisual Services
  • Cultural Cooperation Agreement

Health and defense industry partnerships

Further agreements were reached in the health and defense industries, with Minister Hakan Fidan and Minister Rana Tanveer Hussain signing an MoU on Cooperation in the Fields of Health and Pharmacy.

Additionally, the President of the Turkish Presidency of Defense Industries, Haluk Gorgun, and Pakistan’s Minister of Defense Production, Khawaja Asif signed an MoU between the Presidency of Defense Industries and the Ministry of Defense Production of Pakistan.

Aerospace and maritime collaboration

In aerospace and maritime research, a Memorandum of Understanding was signed between Turkish Aerospace Industries (TAI) and Pakistan Maritime Research and Development Institute (NRDI) by TAI General Manager Mehmet Demiroglu and NRDI General Manager Javed Iqbal.

Business forum strengthens economic relations

Two additional MoUs related to the Türkiye-Pakistan Business Forum were also signed to enhance private-sector engagement and boost economic relations.
