In the aftermath of the catastrophic Marmara earthquake of 1999, Istanbul implemented a network of emergency response containers across its 39 districts to enhance disaster preparedness.

However, these containers, designed to offer immediate aid in the event of another disaster, face significant challenges, including theft, lack of public awareness and logistical hurdles in accessibility.

What do these orange boxes include?

These bright orange containers, now totaling 574, are strategically placed in locations like hospital grounds, schoolyards and communal spaces.

The containers are equipped with a variety of essential items:

  1. Generators
  2. Water tanks
  3. Tents
  4. Protective gear (helmets, gloves, etc.)
  5. Fire extinguishers
  6. Tools (hammers, jacks, etc.)

These items are intended for use by citizens and first responders in the immediate aftermath of an earthquake or other disasters.

However, many residents are unaware of their purpose or contents.

Why these containers are little-known in Istanbul?

  • Theft and security issues: Over time, the number of containers has decreased because of theft, prompting local authorities to reinforce security measures. Keys to these containers are held by municipal authorities and local law enforcement to prevent unauthorized access, but this also complicates public access during emergencies.
  • Public awareness gap: Despite the critical role these containers play in disaster response, public knowledge about them is limited. Fatih Municipality’s Disaster Management Unit Head, Murat Acar, expressed concern that many residents are unaware of the containers or their intended use. The containers, although visible, often go unnoticed or misunderstood by the public.

How municipalities will solve these issues?

  • Authorities are focused on increasing the visibility and accessibility of these disaster response containers while ensuring they are adequately protected from theft.
  • Fatih Municipality is actively working to improve public knowledge through training sessions and educational programs. Acar highlighted ongoing efforts to educate residents on how to access and use the equipment in these containers during an emergency, emphasizing the importance of community involvement in disaster preparedness.
