Türkiye’s Havelsan excels in Romania’s sea border security tender

Havelsan, the Turkish defense industry’s border surveillance system solutions, has won a tender for sea border security from the Romanian Ministry of Internal Affairs.

The border surveillance solutions developed within the Turkish defense industry have recently gained attention with export successes. Integrated solutions meeting needs such as monitoring border areas and detecting security threats have attracted interest from various countries.

Havelsan, known for its advanced technological solutions and software-based applications, will make its first export to Romania under the Romania Integrated Sea Border Surveillance System (SCOMAR) Modernization Project tender.

At the ceremony held at the Border Police Headquarters in Bucharest, the contract was signed by Quaestor Cornel-Laurian Stoica, the General Inspector of the Romanian Border Police, and Savas Yanik, Deputy General Manager of Havelsan Command Control and Defense Technologies.

Türkiye’s Ambassador to Romania, Ozgur Kivanc Altan, was also present at the ceremony.

Under the contract, the existing SCOMAR system in Romania will be upgraded with new technology radar, electro-optical systems, and information technology hardware, equipped with Havelsan’s Matra Coastal Surveillance and Vessel Traffic Management Software.

The system will be managed from the Romanian Coast Guard Command Center in Constanta on the Black Sea coast of Romania.

Planned for delivery by Havelsan within 24 months, the system will create a real-time maritime picture covering a 100-nautical mile area, including Romania’s Black Sea coastal, intermediate, and exclusive economic zones, providing maritime situational awareness to law enforcement agencies.

Enhancing capabilities in coastal surveillance and border control, search and rescue operations and combating smuggling, irregular migration and illegal fishing, the system will facilitate information exchange with country organizations such as Maritime and Port Security, Maritime Customs Control, Maritime Environmental Protection and Awareness, Maritime Search and Rescue and Fisheries Inspection/Control Units.

Used in exercises

Havelsan’s Vessel Traffic Services (VTS) Software Matra, developed to monitor, organize, and manage all ship traffic movements in the straits with a national system using the capabilities of the Turkish defense industry, was successfully used in NATO’s Maritime Security Exercise, which Romania participated in.

The VTS Software was developed for the Turkish Straits Vessel Traffic Services System. Through the system, interaction with ships is maximized and all ship traffic movements in the straits are monitored, organized and managed using a national system.
