Azerbaijan’s National Assembly Speaker, Sahiba Gafarova, has announced that the 2025 state budget will prioritize defense, Karabakh‘s reconstruction, and the return of displaced people.

  • Gafarova outlined that the budget will focus on strengthening the country’s national security and defense capabilities, increasing financial and technical support for the armed forces, improving social security, and enhancing education.
  • Reconstruction efforts will center on areas liberated from occupation, particularly Karabakh, and facilitating the return of people who were displaced because of the conflict.

  • Azerbaijan’s 2025 budget will have record-high revenues and expenditures.
  • Projected revenue: 38.3 billion manats ($22.64 billion).
  • Projected expenditure: 41.4 billion manats ($24.35 billion).

This strategic budget allocation comes after Azerbaijan’s military success in regaining control over areas formerly occupied in the Karabakh region, marking a significant focus on rebuilding and reinforcing national defense.
