The United States International Trade Commission (USITC) has voted to maintain existing antidumping and countervailing duties on large-diameter welded (LDW) pipe imports from Türkiye, along with five other countries, following the conclusion of a mandatory five-year review.

The commission determined that revoking the current trade measures would likely lead to the continuation or recurrence of material injury to the US domestic industry within a reasonably foreseeable timeframe.

The decision was based on findings developed during sunset reviews initiated under the Uruguay Round Agreements Act.

Türkiye among countries facing continued trade measures

The duties will remain in place on LDW carbon and alloy steel line pipe from Türkiye, Canada, China, Greece, India, and South Korea. In addition, the commission reaffirmed countervailing duties on similar products from India and South Korea.

The USITC also announced the continuation of duties on structural pipe products made from carbon and alloy steel imported from Türkiye, Canada, China, and South Korea. Countervailing duties will persist for structural pipe from Türkiye, China, and South Korea.

These rulings were supported by Chair Amy A. Karpel and Commissioners David S. Johanson and Jason E. Kearns, according to the commission’s statement.

US decision aimed at protecting domestic steel pipe industry

The review concluded that removing the tariffs would create conditions conducive to renewed injury to US producers, particularly in sectors sensitive to foreign pricing competition.

US officials view the ongoing measures as a strategic tool to safeguard domestic manufacturing from low-priced imports, particularly from countries with large-scale steel production capacity like China and Türkiye.

The trade remedies cover both line pipe used in energy transportation infrastructure and structural pipe for construction and industrial applications.

Scope of USITC’s public report

The USITC will publish its detailed findings in report number 5609, titled Large Diameter Welded Pipe from Canada, China, Greece, India, South Korea, and Türkiye.

The report will include market analyses, responses from domestic producers and importers, and data collected throughout the five-year review period.
