Türkiye has implemented new regulations governing the approval and testing procedures for autonomous vehicle systems.
Published in the Official Gazette, the regulation outlines guidelines for the certification, technical evaluation, and testing of autonomous driving systems, aligning with European Union standards.
New rules target autonomous driving systems in M, N categories
The regulation, prepared by the Turkish Ministry of Industry and Technology, focuses on vehicles in the M (motorcycles and mopeds) and N (cargo vehicles) categories.
It establishes detailed rules for equipping these vehicles with Autonomous Driving Systems (ADS) and the approval processes required for their deployment.

Approval process includes 3 scenarios
Autonomous driving system approval will be evaluated under three main scenarios:
- Designated area vehicles: Fully autonomous vehicles designed for passenger or cargo transport within defined areas, including dual-mode vehicles.
- Fixed Route vehicles: Vehicles operating between predetermined departure and arrival points on fixed routes.
- Autonomous parking systems: Vehicles equipped with autonomous parking capabilities for use in specific parking facilities. These systems may use external infrastructure, such as location markers and detection sensors.
Compliance with EU standards
The regulation ensures compliance with EU standards, drawing a legal framework for the integration of advanced autonomous technologies.
Manufacturers will be required to provide detailed technical information about the systems during the application process, which will be reviewed by authorized bodies or technical services.
