Türkiye’s 2025 Investment Program envisions a total of 14,238 projects, including 3,783 main projects, with a total allocated budget of ₺1.44 trillion ($40.6 billion).

The program, signed by President Recep Tayyip Erdogan, was published in the Official Gazette on Jan. 15, including 5,061 new projects for the year, with a notable allocation of ₺511 billion for earthquake preparedness initiatives.

The sectors receiving the highest shares of funding are as follows:

  • Transportation: With a 38% increase, the sector reached ₺440 billion, accounting for 30.5% of total investments.

  • Education: Rising by 44.5% to ₺217.9 billion, this sector represents 15.1% of investments.
  • Agriculture: Securing an 11.4% share of the budget, agriculture saw a 62.5% increase, totaling ₺164.1 billion in 2025.

Key planned state investments of Türkiye in 2025

  • In the fight against forest fires, the Directorate General of Forestry will add four small fire tanker aircraft to its fleet in 2025.
  • Investments in the energy sector will rise from ₺75.7 billion in 2024 to ₺110.2 billion in 2025. Similarly, the mining sector will see an increase from ₺106 billion to ₺148.8 billion, with the Sakarya Gas Field receiving the largest share of ₺72.8 billion. Other natural gas and oil exploration and production activities will receive ₺67.9 billion in funding.

  • The Ministry of Health will see a 46.5% increase in its budget, reaching ₺121.1 billion. This funding will support the commissioning of 16,715 hospital beds and 365 units. Additionally, Sanliurfa, Aydin, Ordu, and Samsun will gain city hospitals upon the completion of ongoing projects.
  • To enhance the quality of higher education, improve physical facilities, strengthen health care infrastructure and bolster research capacities, universities will receive ₺53.5 billion in investment funding—a 51% increase compared to the previous year.
  • Approximately ₺440 billion has been allocated for transportation and communication investments. Railways will lead the way, accounting for ₺221 billion of the total budget.
