Türkiye’s Treasury and Finance Ministry has announced the selection of 11 Turkish banks to act as primary dealers, serving as counterparts in the buying and selling of government securities under the market-making framework for the January-December 2025 period.

In a written statement released on Thursday (Dec. 26), the ministry noted that it recently outlined the criteria for banks currently participating in the market-making system or those wishing to join.

According to the statement, the selection process adhered to the Market-Making Agreement, which specifies the rights, obligations and general principles governing the system.

Primary dealer Turkish banks in 2025

Banks meeting the prescribed criteria and approved to serve as market makers during the 2025 period were identified.

The banks designated as primary dealers are as follows:

  • Akbank
  • Denizbank
  • HSBC Bank
  • QNB Finansbank
  • ZiraatBank
  • Turkish Economy Bank (TEB)
  • Garanti BBVA
  • HalkBank
  • IsBank
  • VakifBank
  • Yapi Kredi Bank
