Parliament speaker discusses efforts toward terror-free Türkiye, regional diplomacy

Speaker of the Turkish Parliament Numan Kurtulmus addressed a range of issues during a live broadcast on Turkish media outlet, including Türkiye’s counterterrorism efforts, regional diplomacy with Turkic states, and the future of Türkiye’s constitution.
Kurtulmus highlights importance of terror-free Türkiye process
Speaking about Türkiye’s efforts toward a “terror-free Türkiye,” Kurtulmus emphasized that the responsibility to act lies with all components of the terrorist organization.
“Just as the first step was taken by Imrali making a statement regarding its part, we will not be the ones responding now; it is the organization’s entire structure that must answer. They must all declare, ‘We have laid down our arms.’ After that, the process will naturally unfold,” he said.
Kurtulmus expressed optimism, adding, “I believe this process will conclude successfully in a very short time.”
He also extended well wishes to Turkish Parliament Deputy Speaker Sirri Sureyya Onder, who is currently undergoing treatment for a heart condition, recognizing Onder’s efforts toward peace.

Diplomatic tensions over embassy moves in Greek Cyprus
On the topic of some Turkic states establishing diplomatic relations with the Greek Cypriot Administration, Kurtulmus noted that Kyrgyzstan had not opened an embassy and clarified that other countries manage relations through accredited ambassadors from third countries.
“This was an unexpected move for Türkiye and a major disappointment,” he said, referring to the signing of a final declaration at the Central Asia-European Union Summit in Samarkand, which recognized Southern Cyprus as the sole representative of the island.
Kurtulmus added, “We have conveyed to our counterparts, including the Speaker of the Parliament, the President, and the Prime Minister, that while Türkiye does not interfere with their relations with third parties, our brotherhood requires that we express our profound discomfort.”
He outlined potential corrective measures, such as opening a representation office for the Turkish Republic of Northern Cyprus (TRNC) in Kyrgyzstan and organizing cultural programs to strengthen the TRNC’s presence.

Strengthening ties within Turkic organizations
Despite concerns, Kurtulmus underscored Türkiye’s commitment to strong relations with Turkic states, both through the Organization of Turkic States (OTS) and the Parliamentary Assembly of Turkic States (TURKPA).
“We have deep friendships, even brotherhood, with these countries. President Erdogan maintains very close contact with their leaders. Our cooperation is growing in every field,” he said.
Kurtulmus warned against attempts to create divisions between Türkiye and the Turkic world, emphasizing the need for solidarity.

Emphasis on a civilian, democratic new constitution
Regarding a new constitution for Türkiye, Kurtulmus reiterated the importance of crafting a civilian and democratic text.
“Constitutions are born out of societal demands. It is time to realize a civilian, inclusive, and national constitution that responds to today’s needs,” he said.
Kurtulmus confirmed plans for dialogue with opposition parties, “Surely, when the time comes, meetings with opposition leaders will take place. In Parliament, we must advance toward an environment where all political parties can support a new constitution.”
He stressed that consensus was essential by saying, “A constitution cannot belong to a single party; it must belong to the nation. For that, we must seek the broadest possible agreement.”
