Canada initiates trade investigation into steel wire from Türkiye, China and others

Canadian authorities opened an investigation on Wednesday into potentially unfair trade practices affecting the country’s steel industry, following complaints from domestic manufacturers that they’ve been harmed by foreign competition.

The Canadian International Trade Tribunal announced Tuesday it has initiated a preliminary injury inquiry examining carbon and alloy steel wire imports from 11 countries, including Türkiye, China, India, and several European and Southeast Asian nations.

The investigation stems from complaints filed by Quebec-based manufacturers Sivaco Wire Group 2004 L.P. of Marieville and ArcelorMittal Long Products Canada G.P. of Contrecoeur.

Both companies allege they have suffered injury from the “dumping” of steel wire products from these countries, including Türkiye.

Türkiye, which has a significant steel manufacturing sector, is among the nations named in the trade case.

The investigation will examine whether steel wire exports from Türkiye and other named countries have been sold at unfairly low prices in the Canadian market, potentially harming domestic producers.

Special Import Measures Act provides framework for investigation

The tribunal will determine by June 19 whether there is a reasonable indication that the alleged dumping has caused injury to the Canadian industry.

If the preliminary finding supports the allegations, the Canada Border Services Agency (CBSA) will continue its investigation and issue a preliminary determination by July 21.

“If this preliminary determination indicates that there has been dumping, the CBSA will then continue its investigation and, concurrently, the Tribunal will initiate a final injury inquiry,” according to the announcement.

The probe is being conducted under Canada’s Special Import Measures Act and includes steel wire from the Republic of Türkiye alongside products from China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, and Vietnam.

The Canadian International Trade Tribunal functions as an independent quasi-judicial body that reports to Parliament through the Minister of Finance, handling cases on dumped and subsidized imports and providing advice on economic and trade matters.
