Ukraine not joining NATO non-negotiable condition: Russian FM Lavrov

Russian Foreign Minister Sergey Lavrov Monday stated that the war in Ukraine cannot end unless its underlying causes are addressed, emphasizing ongoing diplomatic engagement between Türkiye and Russia despite global tensions.
Russia’s stance on Ukraine conflict
Lavrov, speaking at a joint press conference with Turkish Foreign Minister Hakan Fidan following their meeting, reaffirmed Moscow’s position on the conflict’s resolution.
“The war cannot end unless the reasons behind its emergence are removed,” Lavrov stated.
He pointed out that Russia remains consistent in its approach to peace efforts, while Ukraine frequently shifts its stance.
“Russia’s position has not changed, while Ukraine’s position changes frequently,” he said, also noting that European countries have similarly altered their views over time.
Lavrov recalled the Istanbul negotiations held in April 2022, where an agreement was nearly reached.
“At Ukraine’s request, Russian forces made certain withdrawals as a goodwill gesture. However, Western countries, particularly former U.K. Prime Minister Boris Johnson, prevented Ukraine from signing the deal,” he said.
He reiterated that Russia remains open to negotiations with Ukraine and other relevant parties. “Conflicts will only cease when we reach a definitive resolution that satisfies Russia and considers the realities on the ground,” Lavrov asserted.

Türkiye-Russia diplomatic, economic cooperation
Lavrov highlighted the strong diplomatic ties between Türkiye and Russia, despite ongoing international tensions.
“Despite global tensions, Türkiye and Russia remain in contact across all sectors. Presidents Recep Tayyip Erdogan and Vladimir Putin maintain regular communication,” he stated.
The ministers discussed enhancing bilateral trade and economic cooperation, with a particular focus on energy, banking, and industry.
Lavrov emphasized the importance of the Akkuyu Nuclear Power Plant as a strategic project, noting that Turkish and Russian experts are working to bring its first unit online as soon as possible.
Lavrov also mentioned ongoing discussions regarding the security of energy infrastructure.
“Today, we addressed the security of the Blue Stream and TurkStream pipelines, particularly in light of potential threats of terrorist attacks from Ukraine,” he said.

US-Russia talks, NATO concerns
Addressing recent talks between the U.S. and Russia in Riyadh on February 18, Lavrov confirmed that Türkiye was briefed on the discussions.
“We informed our Turkish partners about the content of the Riyadh talks. There were differing views, but we agreed to continue negotiations,” he noted.
Lavrov reiterated Russia’s unwavering stance on Ukraine’s NATO membership.
“Ukraine not joining NATO is our non-negotiable condition. This was also discussed in Riyadh,” he said, referencing U.S. President Donald Trump’s statement that NATO expansion to Ukraine was a strategic mistake.
He argued that NATO aspirations were among the primary reasons behind the conflict.
“One of the root causes of the war is the attempt to integrate Ukraine into NATO. Another key factor is the treatment of Russians and Russian-speaking citizens in Ukraine, many of whom chose to join the Russian Federation,” Lavrov claimed.

Middle East, Syria discussions
Lavrov and Fidan also exchanged views on the Israeli-Palestinian conflict.
“We discussed steps needed to establish a sustainable ceasefire, secure the release of hostages, and restart negotiations based on the UN Security Council’s resolution for an independent Palestinian state coexisting with Israel,” Lavrov said.
Speaking about Syria, Lavrov criticized the U.S. military presence, arguing that it has had a negative impact on the country.
“The presence of U.S. bases in Syria has played a detrimental role. These bases exist without any formal invitation from Syria and are primarily used to exploit the country’s natural resources,” he stated.
He accused the U.S. of fueling separatist movements in Syria’s northeast by using revenue from illegal resource sales. “Americans actively use Syria’s wealth to support separatist groups and establish quasi-state entities,” he claimed.

Future diplomatic efforts
Regarding future diplomatic engagements, Lavrov reaffirmed that Russia remains open to dialogue with Ukraine, the U.S., and European partners.
He noted that discussions have been held to revive elements of the Istanbul negotiations as a basis for future talks. “We have consistently stated that the Istanbul negotiations could serve as a foundation for renewed discussions,” he said.
Lavrov also highlighted recent consultations with Washington aimed at restoring bilateral dialogue.
“Extensive talks have taken place regarding the restoration of embassy functions. Further discussions will be held this week, and we hope to see the artificial barriers imposed by previous U.S. administrations removed,” he said.
