Turkish Intelligence Report 2024: Counterterrorism and global security efforts

Türkiye’s National Intelligence Organization (Millî Istihbarat Teskilati, MIT) has released its 2024 Activity Report, detailing extensive counterterrorism operations and intelligence efforts aimed at protecting national security.

The report emphasizes Türkiye’s strategic approach in a year marked by global instability and heightened geopolitical tensions.

Türkiye’s strategic intelligence framework

MIT described 2024 as a year when “global fragilities were at their peak,” testing the resilience of the international system across various regions.

The agency underscored the growing atmosphere of uncertainty and distrust in global affairs, reinforcing the necessity for stronger regional and international cooperation. However, “efforts for collaboration have continued within a fragile environment of insecurity and power struggles.”

Türkiye, in response to evolving geopolitical realities, has pursued what the intelligence agency terms as the “Türkiye Axis,” aligning national interests with strategic decision-making.

“Under the vision of our President’s ‘Century of Türkiye’ initiative, the determination of our nation—rooted in history and resistance against all forms of subjugation—has been upheld to establish a more just order and ensure security in our country and region.”

Counterterrorism operations and regional security

MIT’s 2024 operations focused heavily on disrupting terrorist networks within and beyond Türkiye’s borders.

The agency reported that numerous terrorist attacks were thwarted, and many radical group members were identified and eliminated. “Efforts have successfully prevented plots by various organizations, ensuring the safety of citizens and stability in the region.”

Türkiye also played a decisive role in intelligence and diplomatic coordination regarding ongoing conflicts, particularly in Syria. The intelligence agency emphasized its commitment to “monitoring the reconstruction process of Syria based on territorial integrity and unity,” acknowledging that developments in the region could shape the geopolitical landscape.

MIT further noted its active engagement in “conflict resolution and crisis management,” referencing key global issues such as the Russia-Ukraine war and escalating tensions in the Middle East.

One notable operation in 2024 involved a high-profile prisoner exchange between Russia and Western nations, described as “the most significant swap since World War II,” facilitated through Türkiye’s intelligence diplomacy.

Middle East and Africa: Expanding intelligence diplomacy

The ongoing conflict in Gaza remained a primary focus of Türkiye’s foreign policy in 2024. “Adopting the principle that ‘There is no peace without justice,’ MIT maintained active engagement with all relevant parties, advocating for a permanent cease-fire, Palestinian unity, and a two-state solution.”

The agency predicted that the Gaza crisis would continue to dominate global diplomatic discussions in 2025.

In Africa, where political turmoil and military coups have reshaped regional dynamics, Türkiye expanded its intelligence and security cooperation.

MIT’s report highlighted intensified partnerships with African nations, particularly in counterterrorism, technical training, and intelligence-sharing efforts. “As Pan-Africanism and anti-foreign sentiment grow, the need for stronger bilateral ties has become increasingly evident.”

Combatting cyber threats and intelligence espionage

MIT also emphasized the role of technology in modern intelligence operations, stating that emerging technologies like artificial intelligence, the Internet of Things (IoT), and 5G have made technical intelligence a fundamental component of national security.

The agency strengthened its capabilities in cybersecurity, cryptology, and satellite intelligence. “By enhancing its cybersecurity capabilities, MIT has played a crucial role in preventing cyberattacks against national institutions.”

Additionally, MIT disclosed that it had uncovered several foreign intelligence operations attempting to exploit Türkiye’s geopolitical position.

“Numerous covert networks and espionage activities have been identified and neutralized, preventing foreign intelligence services and proxy organizations from conducting operations within Türkiye.”

Intensified crackdown on terrorist organizations

The report outlined MIT’s extensive operations against terrorist organizations, including PKK/KCK, Fetullah Terrorist Organization (FETO), Daesh, al-Qaeda, and DHKP/C.

“Through targeted operations, key figures were neutralized, critical infrastructure was dismantled, and the operational tactics of these groups were exposed.”

Efforts against PKK/KCK focused on “precision operations to eliminate high-value targets, disrupt logistical hubs, and reveal the organization’s strategic patterns.”

Similarly, counter-FETO initiatives targeted international disinformation campaigns and financial networks. “With the death of its leader, the group has suffered significant setbacks, and its overseas efforts against Türkiye have been disrupted.”

Radical organizations were also a key target. “Numerous members of extremist groups were identified, and their plans were thwarted before execution.”

In response to rising regional instability, particularly related to the Israeli-Palestinian conflict, the agency took preemptive measures to protect Türkiye’s non-Muslim citizens from potential threats.

Future intelligence strategies and outlook for 2025

Looking ahead, MIT plans to expand its technological capabilities, particularly in artificial intelligence and cybersecurity. “The agency will continue leveraging AI-driven intelligence systems and increasing efforts to safeguard ‘cyber sovereignty.’”

Türkiye is also expected to reinforce intelligence collaborations with nations across Eurasia, the Middle East, and Africa. Strengthened ties within the Turkic world will remain a strategic priority, alongside efforts to boost economic, scientific, and security cooperation.

“Türkiye’s intelligence efforts will continue shaping the regional and international security landscape, ensuring stability and protecting national sovereignty,” the report highlighted.
